In Japanese, a “Lolita Complex” is the short word for “lolicon” rather than “lolicom” this term is used especially because of the Japanese phonology. Other foreign words with syllables ending in “m” have often been transliterated in the same manner also. The other Japanese spelling of the word is usually “rorikon.”

So, In this case, the word “lolicon” refers to a type of hentai anime and manga that has sexual and erotic contents which also has the representations of underage girls. Pedophile is illegal in any country. People are blaming Lolicon videos for this reason.
